Penn State President statement regarding NCAA sanctions
Statement from Penn State President Rodney Erickson:
The tragedy of child sexual abuse that occurred at our University altered the lives of innocent children. Today, as every day, our thoughts and prayers continue to be with the victims of Mr. Sandusky and all other victims of child abuse.
Against this backdrop, Penn State accepts the penalties and corrective actions announced today by the NCAA. With today?s announcement and the action it requires of us, the University takes a significant step forward.
The NCAA ruling holds the University accountable for the failure of those in power to protect children and insists that all areas of the University community are held to the same high standards of honesty and integrity.
The NCAA also mandates that Penn State become a national leader to help victims of child sexual assault and to promote awareness across our nation. Specifically, the University will pay $12 million a year for the next five years into a special endowment created to fund programs for the detection, prevention and treatment of child abuse. This total of $60 million can never reduce the pain suffered by victims, but will help provide them hope and healing.
The NCAA penalty will also affect the football program. There is a four-year ban on all post-season games, including bowl games and the Big Ten Championship game, and a future reduction in the number of football scholarships that can be granted. We are grateful that the current student athletes are not prevented from participation because of the failures of leadership that occurred. Additionally the NCAA has vacated all wins of Penn State football from 1998-2011.
We also welcome the Athletics Integrity Agreement and the third-party monitor, who will be drilling into compliance and culture issues in intercollegiate athletics, in conjunction with the recommendations of the Freeh Report. Lastly a probationary period of five years will be imposed.
It is important to know we are entering a new chapter at Penn State and making necessary changes. We must create a culture in which people are not afraid to speak up, management is not compartmentalized, all are expected to demonstrate the highest ethical standards, and the operating philosophy is open, collegial, and collaborative.
Since receiving Judge Freeh?s preliminary recommendations in January, the University has instituted several reforms. Today we accept the terms of the consent decree imposed by the NCAA. As Penn State embarks upon change and progress, this announcement helps to further define our course. It is with this compass that we will strive for a better tomorrow.
Penn State will move forward with a renewed sense of commitment to excellence and integrity in all aspects of our University. We continue to recognize the important role that intercollegiate athletics provides for our student athletes and the wider University community as we strive to appropriately balance academic and athletic accomplishments. Penn State will continue to be a world-class educational institution of which our students, faculty, staff and alumni can be justifiably proud.

No need to file tax returns if salary not exceeding Rs 5 lakh
The exemption from filing I-T returns is applicable only if ?the total income of the employee does not exceed Rs 5 lakh ? (and) the annual interest earned from savings bank account is less than Rs 10,000? for assessment year 2012-13.
Filing I-T returns is, however, necessary to claim refunds.
The last date for filing tax returns is July 31.
There are about 85 lakh salaried persons in the country whose yearly income, including earnings from other sources like bank deposits, does not exceed Rs 5 lakh.
The exemption will be permitted only if the assessee has received a certificate of tax deduction in Form 16 from the employer. The employees have to report income from interest on savings bank account to the employer to become eligible for exemptions.
Earlier, it was obligatory for all salaried persons to file income tax returns under the Income Tax Act, 1961.
Meanwhile, the tax department said special counters will be set up in Delhi and ?Tax Kiosks? in various parts of Mumbai to assist people in filing income tax returns.
Unlike the previous years, the tax department will not set up any return receipt counters are at Pragati Maidan in New Delhi.
?Instead returns will be received at Civic Centre, opposite Ramlila Ground, New Delhi, from July 26 to 31.
The Mumbai Income Tax Department will set up ?Tax Kiosks?, manned by Tax Return Preparers, at various locations in city to assist individual and HUF taxpayers in preparation and filing of the returns. A tax payer will have to pay Rs 250 to avail services of TRPs.
?Tax Kiosks? will be functional in certain residential areas on July 22 and in certain offices on July 24 and 25.
At present, income of Rs 2-5 lakh attracts 10 per cent tax, Rs 5-10 lakh 20 per cent and above Rs 10 lakh, 30 per cent.

Although HTC and Beats are just shy of the one-year anniversary of their 300 million dollar partnership, it looks like the two are again growing apart. In a letter to shareholders today, it's been announced that the original owners of Beats plan to buy back 25 percent of its own shares, for a total ownership stake of 75 percent. That said, HTC will still retain nearly 25 percent of the remaining shares for itself, ensuring that it remains the largest external shareholder. As the release puts it, this new setup "provides Beats with more flexibility for global expansion while maintaining HTC's major stake and commercial exclusivity in mobile." All in all, it seems like this is more about shifting priorities given recent news like Beats' MOG acquisition, but it wouldn't make eventual breakup all that unsurprising given the partnership's mixed results. Marcus Bright: Black Men's Roundtable Seeks to Address a Crisis
The tragic shooting in Aurora, Colorado clearly displayed that violence can affect every demographic segment of the United States. Every race, gender, and socioeconomic category has its own particular set of challenges and obstacles. The precarious predicament of the black male in America has been especially concerning. The well documented statistics involving the status of the black male such as the fact that the number one cause of death for young black men is homicide (the overwhelmingly majority of which is at the hands of another black male) suggests that they are headed towards if not already in a state of crisis.
The state of the black male is further perplexing and intriguing considering that even as a black male occupies 1600 Pennsylvania Avenue in Washington, D.C. and the highest office in the country; black males are incarcerated at six times the rate of their white male counterparts. Even as Michael Jordan, Lebron James, and Dwayne Wade amass millions of dollars, the median net worth of white families is twenty times that of black families and eighteen times that of Hispanic families. Even almost sixty years after the Brown vs. Board of Education decision declared separate but equal schools to be unconstitutional, a massive achievement gap between minority students and white students persists. As Charles Dickens once wrote, "it was the best of times; it was the worst of times".
A new organization in Florida, "The Black Men's Roundtable", is seeking to address this crisis. The Roundtable is based on the already existent Black Women's Roundtable that sits under the umbrella of the National Coalition on Black Civic Participation which is led on the national level by Melanie Campbell. The organization's first program will take place in the Liberty City section of Miami at the Joseph Caleb Center on July 28 at 10:00am.
There is arguably no city in the United States that more accurately embodies Dickens' "A Tale of Two Cities" better than Miami. There is a dramatic juxtaposition between the glitz and glamour of Miami Beach and Star Island and the intense poverty of neighborhoods such as Overtown and Liberty City that lay right across the bridge from those affluent areas.
Liberty City, the site of major riots in 1968 and 1980, has been chronically plagued with poverty, violence, and drugs amongst other issues that characterize many low income urban communities. The first Black Men's Roundtable which is headlined by Actor Charles Dutton, NBA Hall of Famer Isiah Thomas, and Congresswoman Frederica Wilson will focus on formulating solutions that will lead to substantive action to address the plight of the black male and the community at large.
In addition to Dutton, Thomas, and Wilson, three panels of local leaders such as Kionne McGhee, Dwight Bullard, Desmond Meade and Jimmy Brown will break down issues pertaining to violence prevention, health, education, finance, and civic participation as it relates to the black male. The Black Men's Roundtable represents the type of initiative that should be replicated nationwide at the grassroots level in order to begin to adequately respond to a crisis situation. The equivalent to the Federal Emergency Management Agency (FEMA) needs to be deployed internally from particularly affected communities to combat the bombardment of negative black male stereotypes, mass incarceration, gang influence, social injustice, educational inequity, parental neglect, and economic barriers that have coalesced to create the crisis that we currently face.

From Living Room to Lily Pad: Is the Fatal Amphibian Chytrid Fungus Spread via Pet Frogs?
My pet frog Gunther is clamped inside a latex-covered fist. His skinny leg sticks out the side and flails helplessly. Another gloved hand moves in and slips a cotton swab over his leg and between his toes; Gunther does not appear to be enjoying this. He wriggles free and splashes into a tub of water, but the ordeal isn't over yet, and the hands grab him again. Despite several more escape attempts, including a few desperate hops across the lab table, they eventually manage to swab Gunther's belly, backside and both legs.
"The gloves are not to protect him from me or me from him, but to protect the frogs from each other," explains biocultural anthropologist Eben Kirksey of the City University of New York Graduate Center. He has just finished testing my frog for chytrid fungus?a skin disease that is wreaking havoc in frog and salamander populations around the world. "This frog species is sort of like the Typhoid Mary of amphibians," Kirksey says. "It is the likely culprit for bringing the disease around the world initially. What's not known is whether it's still spreading the disease."
That's why Gunther and roughly 50 other African clawed frogs (Xenopus laevis) are taking part in Kirksey's experiment; he wants to find out whether frogs from local pet stores are carrying the fungus. If they are, they may still be introducing the disease into wild populations. On July 14 around a dozen New Yorkers brought their pet frogs in for testing at the Proteus Gowanus gallery in Brooklyn to help out with the study.
"A lot of people are wondering whether the pet trade is exacerbating the spread of [the fungus]," says Lisa Schloegel, a wildlife disease ecologist with EcoHealth Alliance. "It's definitely something that should be investigated."
Chytridiomycosis has devastated at least 200 amphibian species globally. It is caused by a microscopic fungus named Batrachochytrium dendrobatidis (Bd). Infection triggers lethargy, weight loss, sloughing of the skin and, often, death. "Bd may be responsible for the greatest disease-caused loss of biodiversity in recorded history," biologists Kellie Whittaker and Vance Vredenburg wrote on the Web site AmphibiaWeb.
Reid Harris, an ecologist at James Madison University, said that although the precise origins of Bd are uncertain, ample evidence indicates that the disease is native to Africa. The earliest known case (pdf) of chytridiomycosis was documented in an X. laevis individual that had been collected in South Africa in 1938.? Beginning in the 1930s large numbers of the species were shipped from Africa to labs in England, the U.S. and Australia, where they became essential in pregnancy tests and laboratory research (pdf). Scientists believe that the fungus traveled with the frogs as they were shipped around the world.
In the wild, 5 to 10 percent of X. laevis harbor Bd on their skin without exhibiting symptoms of disease. (North American bullfrogs are also tolerant of the fungus, suggesting that they may have helped to spread it, too.) Once these carriers bring the fungus to previously unexposed species the disease spreads like wildfire. More than 50 percent of amphibian species become locally extinct within six months of Bd's arrival in an area. Even for species that survive, 80 percent of individuals die. The disease has been detected in nearly every state in the U.S., including in several threatened and endangered species, and on every continent except Antarctica.
