Immigration bill faces major Senate hurdle

A major addition to the immigration bill that beefs up border security and effectively serves in part as a ?redo? of the legislation will face a crucial procedural vote in the Senate on Monday afternoon.

Written after a series of negotiations between Republican Sen. Bob Corker of Tennessee and Democratic Sen. John Hoeven of North Dakota, the amendment is intended to ease concerns of skeptical lawmakers who are calling for tougher border enforcement as part of the bill.

The bill retains the language of the original one proposed by a bipartisan group of eight senators earlier this year, but adds 119 new pages, Corker says. While most of the language would remain the same, the Corker-Hoeven version strengthens security measures by nearly doubling the amount of security agents along the nation's borders. The bill would also mandate the construction of a fence stretching "no less than" 700 miles along the U.S. border with Mexico and provide funding for aerial surveillance of the area. The federal government will be required to meet a series of security benchmarks before immigrants living in the country illegally would be allowed to obtain permanent legal status.

?The American people want a strong, comprehensive immigration reform plan, but we need to get it right,? Hoeven said in a statement last week. ?That means first and foremost securing the southern border before we address other meaningful reforms to our immigration policy. They want to know that ten years from now, we won?t find ourselves in this same position, having to address the same problem.?

The Senate will vote on whether to end debate on the amendment, which will allow it to move on to final passage within the next few weeks.

Lawmakers rejected a similar (and less costly) amendment to the bill proposed by Texas Republican Sen. John Cornyn last week by tabling the measure, so supporters of the new amendment hope it will serve as a new vessel to entice more Republicans to sign on to the bill.

The co-authors of the original immigration bill, including Democratic Sen. Chuck Schumer of New York and Republican Sen. Lindsey Graham of South Carolina, have spoken optimistically about securing as many as 70 votes for the final bill in the Senate, the number they think the bill needs to show the effort has wide bipartisan support. The bill is likely to get the support from 60 members needed to overcome a filibuster, but getting 70 would put pressure on the House?a chamber with a higher concentration of conservative lawmakers?to act.

?We?re very, very close to getting 70 votes," Graham said during a weekend interview on ?Fox News Sunday.?

The Senate is expected to hold the procedural vote on the Corker-Hoeven amendment at about 5:30 p.m. Monday.

Foster Parenting Adventures: CD's pre-school celebrates her adoption

CD has been in an extraordinary daycare/preschool since she was 18 months old, about 3 weeks after she joined our family. ?Back in those days, CD had many fears. ?This preschool has worked with children in foster care before as they are licensed to accept the funding from the state source that pays for children in foster care to go to daycare. ?They supported her when she had intense separation anxiety. ?They held her and soothed her when an unfamiliar adult would enter the room and she would panic. ?They understood that CD had a tendency to choose one attachment figure at a time and if that teacher was going to be absent, they alerted us so we could choose to keep her home as she would not handle the day well.

CD has thrived in this school. ?She is no longer afraid in school at all. ?She has generalized those feelings of safety and security to the whole school, all the teachers and all the adults that enter the building. ?Her social skills are extraordinary. ?It has been her home away from home.

On Thursday, when I came to pick CD up from school, I found an extraordinary booklet that the school staff had put together. ?In it were notes from all of her teachers and good wishes from the rest of the staff. ?The children in her class each added their handprints to a page and signed their names. ?There were quotes about how it is love that makes a family scattered throughout. ?It was beautiful. ?I was so moved. ?I have since covered every page in plastic so that it can be kept intact for as long as possible.

On Thursday, CD's teacher told me that they would like to do something with the class in honor of CD's adoption day on Monday (today). ?I thought it was a wonderful idea. ?CD and I stopped at a bakery this morning to pick up rainbow sprinkle cookies for the class

and my family donated this book to the school in honor of CD's adoption:

Parr's Family Book introduces preschoolers to the notion that families are created in different ways. ?Some are big, some are small, all love to hug and kiss you. ?Some families look like each other, some have two moms, some have two dads, some look like their dog and some families adopt children. . . .

I also loaned the class this book, which is my favorite book for CD introducing her to adoption:

Most adoption books I have found are about infancy adoption, international adoption or have strong religious language. ?Others talk around adoption by not using the word or explaining how it works with human beings as they focus on something like a duck being part of a family of dogs. ?This book explains in all in concrete, preschool age appropriate language. ?It is the truth, it is upbeat and it is all about love. ?The preschool director and CD's teacher were thrilled that I brought the book in as they believe, as I do, that her classmates (none of whom are adopted) could only benefit by being introduced to the idea that families come together in all different ways.

This is how the world changes. ?This is how people in the minority become accepted rather than stigmatized. ?It is one child at a time, one teacher at a time and one family at a time.

I am so grateful to CD's school. ?Their support these last three years will forever be appreciated by our family.

Ohio air show resumes with moment of silence after deadly stunt

By Kim Palmer

Cleveland (Reuters) - An Ohio air show resumed on Sunday with a moment of silence for a pilot and a stunt woman killed during a wing-walking trick a day earlier when their biplane crashed and burst into flames.

Organizers of the Vectren Dayton Air Show in Dayton honored stuntwoman Jane Wicker and her pilot, Charlie Schwenker, who died when their Boeing Stearman crashed on Saturday while doing aerobatics at the show.

Video of the incident replayed on television and the Internet showed that at the time of the crash, the duo appeared to have been executing a stunt in which the vintage plane flips as Wicker is out on one of its wings.

The plane crashed into a grassy area before Schwenker could pull out of the stunt.

"There was a significant explosion. There was smoke and fire. The announcers had the kids look away," said Michael Emoff, chairman of the 39th annual show. "The weather was fine. Clearly something went wrong."

No one on the ground was injured, organizers said.

Wicker began her career in 1989 as a pilot and had recently returned to wing walking after an injury to her lung and spleen. Unlike most wing walkers, she did not use a safety line.

Wicker announced in May she planned to marry pilot Rock Skowbo at an air show in 2014. The ceremony was to take place while the two were in flight, according to her website, wingwalkwedding.com.

Schwenker started flying sailplanes in 1975, and competition aerobatics in 1990, according to Flyingcircusairshow.com.

Saturday's incident was the latest in a string of deadly air show accidents in recent years - including one at Dayton six years ago - that have raised questions about the safety of such events.

John Cudahy, president of the International Council of Air Shows trade group, said such crashes are becoming less common but still happen twice per year on average.

The Federal Aviation Administration, the National Transportation Safety Board and local authorities were investigating the cause of the crash.

At a Sunday afternoon press conference, Jason Aquilera, investigator with the National Transportation Safety Board, said the board would issue a report at the end of the week with the "facts of the case" but cautioned the investigation could take six months to a year to complete.

"We go in with an open mind. Right now there is nothing to rule out and everything is on the table," Aquilera said.

New York Assembly Shelves Bill That Would ?Shut Down' Tesla Sales In The State

Tesla Model SThe New York State Assembly has tabled a set of two proposed bills that would render Tesla Motors' business model for selling cars illegal in the state. Tesla's sales model takes a page out of Apple's playbook, selling its electric cars through its own branded stores, rather than through third party dealerships.

Judge: No audio testimony in Zimmerman trial

By Barbara Liston

ORLANDO, Florida (Reuters) - Two voice identification experts who suggested that unarmed black teenager Trayvon Martin screamed for help before he was shot and killed by George Zimmerman will not be allowed to testify at his murder trial, the judge in the case has ruled.

The ruling by Judge Debra Nelson was released on Saturday, marking the last major hurdle before opening statements in the high-profile case begin on Monday in Seminole County courthouse in Sanford, Florida.

Prosecutors had sought to call audio experts to testify about a 911 emergency call in which screams for help can be heard in the background during an altercation between Zimmerman and Martin before the shooting.

The screams could be pivotal evidence and help identify who was the aggressor on the night of the February 2012 killing. Zimmerman's family and supporters claim the voice was his, while Martin's parents insist the voice belonged to their son.

Last year, an FBI expert said a voice analysis of the call was inconclusive.

David Weinstein, a Miami lawyer and former prosecutor, called the ruling a victory for Zimmerman's defense team.

"Now there won't be a witness who can 'identify' the voice with certainty as a particular person," he said. "Each side can argue who they believe the voice belongs to and the jurors will have to decide who they hear."

Prosecutors say Zimmerman followed and confronted Martin despite a police dispatcher telling him not to pursue the 17-year-old. Zimmerman, 29, has said the two fought and that he shot Martin because he feared for his life.

An all-female jury will decide whether Zimmerman is guilty of second-degree murder, a charge that carries a potential life sentence. Zimmerman has pleaded not guilty.

Nelson said in her 12-page order that the decision does not prevent either side from playing the 911 tape and presenting witnesses familiar with Zimmerman's and Martin's voices from stating their opinions.

Lead defense attorney Mark O'Mara has called the recording "the most significant piece of evidence in the case."

Two state experts, in what they qualify as tentative or probable findings because of the poor quality of the recording, have said that the chilling screams heard in the background came from Martin.

Lawyers for Zimmerman, a former neighborhood watch volunteer, sought to block the testimony on grounds that the methods used by the state's voice recognition experts were based on questionable science.

Audio experts who testified for the defense in a lengthy pre-trial hearing argued that voice recognition techniques cannot identify an individual from screams made under extreme duress.

On Friday, the judge also dismissed a defense motion to bar certain words and phrases from the prosecution's opening statement.

She ruled prosecutors could allege that Zimmerman, who is Hispanic, "profiled" Martin but ordered them not to use the term "racial profiling."

Two years ago, I was followed into a convenience store in northwest Detroit by two young men who were acting a bit too peculiar -- and paying me a bit too much attention.

They didn't do anything specific to raise my suspicion, but I've lived in big cities long enough to know when I ought to keep my eyes peeled. Something just didn't feel right.
